Help with Heating Bills for Low-Income Pennsylvanians
There are a number of programs to help:
  • Low Income Home Energy Assistance Program (LIHEEAP)
  • PECO’s Customer Assistance Program – for electricity, in counties around Philly also for gas
  • Utility Emergency Services Fund (UESF) Grants – for Philly residents who have received notice of termination or already had water, gas or electricity shut off
  • Philadelphia Water Department assistance programs
  • PGW Customer Responsibility Program – for Philly gas customers
  • Weatherization – administered in Philly by the Energy Coordinating Agency (ECA)
  • Low Income Usage Reduction Program – through PECO, helps electricity customers save money by using less energy
  • Heater hotline – ECA provides free repairs to gas, oil, coal, or electric heaters as well as preventative maintenance and cleanouts
  • Neighborhood Energy Centers – hear about your options and get help applying
  • Community Legal Services –  for Philly residents who are facing a utility shutoff or utility-related legal issue, free legal advice and representation


White House Environmental Justice Public Meeting
White House Environmental Justice Advisory Council (WHEJAC) opportunity to give public comment on a variety of topics related to environmental justice or listen to the comments/meeting.
Wednesday 11/30 2pm-7pm Eastern Time and continuing on December 1st 9am-5pm Eastern Time. Must register by 11:59 pm Eastern Time 11/23
Registration can occur in two ways:
  1. by visiting the WHEJAC website at: https://www.epa.gov/environmentaljustice/white-house-environmental-justice-advisory-council#meetings

Written comments can be submitted up to two weeks after the meeting closes on December 14, 2022.
